SCOTT COUNTY FISCAL COURT ORDINANCE NO. 19-01 AN ORDINANCE ADOPTING A SYRINGE EXCHANGE PROGRAM WHEREAS, intravenous drug use has become a wide spread problem across the United States, including the Commonwealth of Kentucky as well as Scott County; and WHEREAS, in recognition of this problem , the Kentucky State legislature passed legislation, K.R.S. 218A.500, which authorized local governments to adopt a Syringe Exchange Program ("SEP"); and WHEREAS, the Scott County Fiscal Court has given serious consideration to adopting a SEP and has concluded that such a program would be in the best interest of the citizens of Scott County; and WHEREAS, the Scott County Fiscal Court desires to provide some basic provisions of the SEP to be observed by the local health department; NOW THEREFORE , the Scott County Fiscal Court does hereby ordain as follows: Section 1. A Syringe Exchange Program ("SEP") is hereby adopted by the Scott County Fiscal Court. Per K.R.S. 218A.500(5)(b), said SEP may be revoked at any time by the fiscal court. Additionally , unless the SEP is revoked , it shall be reviewed annually at the regular fiscal court meeting falling closest to the date of adoption of this ordinance. Section 2. All participants in the SEP are required to give enrollment information to WEDCO Scott County Health Department (" WEDCO"). This information shall include the participant's age and the zip code of the participant's residence . All persons participating in the SEP must be a minimum age of eighteen (18) years old . Participants shall not be required to give their name.
