House Bill 33 was enacte d by th e 1978 Genera l Asse m bly of th e Com mon w ealt h of Kentu cky to cre ate a new se ctio n of Ken tu cky Revis e d Sta tu te s (K R S) Chap te r 68 fo r th e purp ose of so und eff ic ie nt adm in is tr a tio n of co unty gove rn m ent. The Code will pro vid e each co unty wit h an opportu nit y to sp ell out, in te rm s of lo ca l need s and cir c u m sta nce s, pro ce dure s and re sp onsib ilit y fo r th e basic ele m ents of in te rn al co u nty adm in is tr a tio n, in clu din g fis ca l managem ent, pers o nnel, purc h asin g, an d deli v e ry of co unty se rv ic e s.
